Project of the management for monitoring the treatment of contaminated soil, 2010

Absrtact
This project designed to follow the Waste Disposal Act on reporting and management policy of contaminated soil off-site treatment. Since July 1, 2014, contaminated soil site off-site treatment had been announced as an Enterprises of Waste Disposal Act, therefore, transport and treat using soil codes in accordance with regulations of internet reporting and chain of custody for industrial waste. As the announcement of newly established contaminated soil codes, this project assisted to review 27 cases of the applications of off-site soil management permission and recycling permission and held 15 meetings for recycling permit. This project also made manual of permission reviewing techniques. This project completed 21 soil treatment facility on-site auditions, controlled and managed contaminated soil off-site treatment facility current operation. At the same time, this project took samples of soil, brick and other products (ex. cement), total of 52 samples, and confirmed the test results to conform product quality standards and TCLP Leaching Standards. Besides, this project took 22 samples including soil, brick and other products (ex. cement) to test by CNS and confirm the test results to conform standard. The project continued to maintain and adjust the reporting and inquiring functions of off-site soil treatment flowing records in off-site treatment management system for contaminated soil. For that system, this project also set up the function of reporting the case review and declaration of the Soil and Groundwater Pollution Remediation Act and the function of the review and management system of the contaminated soil recycling permit. As a result, the reporting and inquiring functions can be more efficient in controlling off-site soil treatment flows. In response to the new policy implementation, this project also held meetings and training programs to reveal the off-site soil management system to related agencies. The project also investigated the operate situations of contaminated soil site and off-site treatment facilities. In conclusion, this project not only let the industry understand and comply with the relevant rules about the off-site soil management system, this project also provided future suggestions and planning on how to enhance the functioning of the management system.
